Marshfield Citizens Coastal Coalition Urges Congress Not to Adopt Flood Legislation as Written

The Bill “National Flood Insurance Program Policyholder Protection and Information Act of 2017” is not good for the NFIP or policy holders as a whole

 

The National Flood Insurance Program (NFIP) expires on September 30th, 2017.  Several bills have been proposed in both the US House and US Senate.  The bill titled “National Flood Insurance Program Policyholder Protection and Information Act of 2017” is expected to come out of the US House of Representatives committees and potentially brought to a vote in the coming weeks.

 

The Marshfield Citizens Coastal Coalition has thoroughly reviewed this bill, taken stakeholder opinion on legislation, and drafted comments and letters to Congress on the bill.  While the MCCC applauds Congress’s priority to reauthorize the NFIP, the MCCC strongly opposes the bill, as written.

 

Overall, the bill contradicts its self, adds substantial administrative burdens, would force thousands of potential NFIP policy holders to private flood programs unwillingly, and burdens existing policy holders with increased costs as policy holder counts are expected to drop within the NFIP.

 

The MCCC is mostly concerned about the bills overall attitude towards growing the NFIP policy base.  Chair Joe Rossi comments “We are not opposed to making the program actuarially sound.  But we must do this responsibly, without burdening existing policy holders, and by growing the policy holder base of the program and protecting consumers in the process”

 

The bill does several positive things, such as increase in mitigation funding, helping to grow the private industry, and doing some through studies of the NFIP financial soundness.  We urge Congress to not adopt the bill as written, but to work on making the legislation better for more stakeholders.

 

The MCCC is working directly with legislative staff on bill language, comments and other concerns and issues.
